On the 20th of October my attention was called
by the General Officer Commanding Troops to the
provision of section 45 of the finance. regulations.
of the Army for 1899 by which a Committee is
constituted for the consideration of the annual
estimates, consisting of the Governor, the
General Officer Commanding Troops & the various
Heads of Military Departments. This is the first
intimation that I have received of the constitution
of the Committee.
I have the honour to request that you will
obtain from the Secretary of State for War
information for my guidance upon the following
points:- (1) In what capacity does the Governor
